The National Council of Managing Directors of Licensed Customs Agents (NCMDLCA) has raised concerns regarding inconsistent commencement dates for the Federal Government’s duty-free importation of selected food items.

In a petition addressed to President Bola Ahmed Tinubu, Mr. Lucky Amiwero, President of the NCMDLCA, highlighted discrepancies between various official circulars.

KEY ISSUES:

  1. CONFLICTING DATES: The petition outlines conflicting commencement dates for the duty-free import program:
    • The Presidential directive set May 1, 2024, as the start date.
    • The Finance Minister’s circular indicated July 15, 2024.
    • Another circular from August 8 was issued to the trading public on August 14 by the Nigeria Customs Service.
  2. CONFUSION AMONG TRADERS: The inconsistencies have led to confusion among traders and stakeholders, affecting their planning and operations.
  3. CALL FOR CLARIFICATION: The NCMDLCA has requested clarification on whether the Minister of Finance’s circular supersedes the Presidential order or if there has been a new directive issued. They also seek to understand if the backdating of the Minister’s circular violates the Trade Facilitation Agreement (TFA), of which Nigeria is a signatory.
  4. PETITION DETAILS: The petition dated September 4, 2024, underscores the need for a clear and consistent implementation date to avoid further confusion and ensure proper adherence to trade agreements.
